When you are using your cellular (GSM) telephone abroad, your cellular telephone works like any normal telephone in your present country when it comes to dialling. If you want to dial a local number in your present country, you dial the number directly. You most likely have to use the area-code and the local telephone number you want to call. If you are dialling abroad, you have to use the International access code in the country you are, then followed by local country code - local area code and local telephone number, where you are dialling to. The only thing made easy is the International access code. Most GSM telephones have that programmed as: " + " . How you can get this +, you have to refer to your telephone manual. This + will take your call out of any country, whatever their international access code.
For receiving phone calls, people have to dial your telephone as if you where in your own country.
